On November 2011, the Caraga Youth Leaders' Network Inc. and Institute for Youth Development Affairs of the Philippines have joined efforts to create an instrument that is useful for the student government in the higher education institutions (HEIs) of the country. After a series of meetings and conferences, they finally agreed to formulate the "Philippine Higher Education Student Government Leadership Training Program" (PHESGLTP) which was planned to implement on the year 2012.
To ensure usefulness of the program, a pilot test was conducted in Region XIII (CARAGA Region) dubbed as "Regional Student Government Leadership Training" on January 27 & 28, 2012 in partnership with the Commission on Higher Education (CHED) Region XIII, Development Cooperative Authority (CDA) Regional Extension Office, Commission on Population (POPCOM) Regional Office and Honorable Atty. Lawrence Fortun the Butuan City Vice Mayor. The pilot test had impressed the organizers due to the positive responses of the participants on various instruments being used during the training.
Then, the Central Office of the Commission on Higher Education (CHED) had issued a national memorandum endorses the said training program.
The PHESGLTP aims to:
(1) to enlighten student government officers as regards the various roles and responsibilities in handling student governance;

(2) to tune up their hearts and minds to the concepts of school development and diplomatic endeavors;
(3) to train them on various leadership strategies; and
(4) to address conflicts in student governance.
This year's theme is "Preparing Student Leaders to Excellence in Service and Commitment."
The Theme hopes to prepare student leaders to excellence in service and commitment through various useful instruments on leadership and volunteerism.

* Organization Development Assessment and Upgrade
* Issues and Concerns Collection Method
